Sterling Police Chief Tyson Kerr (center) with Major Russ Swingle (left) and Officer David Leslie (right) following a double ceremony Monday, Jan. 22.

By Lisa Young
Staff writer

Sterling Police Chief Tyson Kerr led a double ceremony Monday, Jan. 22, at Sterling City Council Chambers welcoming one new officer and celebrating the promotion of another long-time law enforcement officer.

Following the traditional blessing by Chaplain Jared Sonnenberg, Kerr introduced Sterling’s newest officer David Leslie from Colorado Springs. Leslie came to the police department from the Department of Corrections, where he worked in both Denver and Limon.

He graduated from Pikes Peak Law Enforcement Academy before relocating to Sterling.

Leslie took the oath of office from City Clerk Deb Forbes, followed by Kerr leading the new officer in the police officers’ code of ethics, which all members of the SPD swear to follow, and then Kerr pinned the silver badge and collar brass on the young officer.

In the second half of the double ceremony, Kerr introduced Detective Sgt. Russ Swingle for his promotion to Major.

Kerr said Swingle, who returned a few years ago to SPD following a stint with the Logan County Sheriff’s Office, was being promoted from within the police department ranks.

“After his return to us he quickly established his value and was assigned to the detective division, a position he currently holds for a few more minutes,” Kerr said. “Detective Swingle will be a valuable addition to our administrative team and a great asset as operations commander.”

Swingle who has served nearly 25 years in law enforcement has been very involved in various roles including tactical team member, a mentor, an active shooter instructor, and CBSA certified examiner; the police department’s version of the polygraph or lie detector test. Kerr noted that Swingle also served in a number of other law enforcement duties and has made countless contributions during his service.

“Since his time with us, in our detective division he has established credibility with his peers and command staff while building strong relationships that are necessary for a strong foundation for the position he is about to enter,” Kerr continued. “Swingle is accompanied by a strong knowledge of law enforcement work and officer skills. In addition, his willingness to be a mentor and leader for other officers makes him a vital part of carrying out the mission and vision of the Sterling Police Department.”

Swingle took the oath of office from City Clerk Deb Forbes, followed by the pining of a bright gold colored police badge on Swingle’s shoulder by Kerr. Swingle’s wife joined in the ceremony by pinning the collar brass on Sterling’s newest Major.

Following the ceremony audience members were invited to congratulate both Officer Leslie and Major Swingle on their accomplishments.

Rash of counterfeit bills prompts warning

This infographic points out some things to look for in spotting a $100 bill, such as the security ribbon and the color-shifting bell in the inkwell.

Staff report

The Sterling Police Department issued a warning after “a higher influx of counterfeit bills” reported by local banks and businesses in January.

According to the SPD release, $20 bills were the most commonly reported fakes, but other denominations have also been passed around in Sterling — including $100 bills.

“When retailers accept fake bills, they bear the entire burden of the loss,” the release notes.

Prompted by the apparent increase in counterfeiting, the SPD offered these tips for spotting fake bills:

• Hold the bill up to a light and look for the thin vertical strip containing text that spells out the bill’s denomination. This strip is found in $5, $10, $20, $50, and $100 bills.

• You can also hold up the bill to a light to view the watermark in an un-printed space to the right of the portrait. The watermark can be seen from both sides of the bill since it’s embedded in the paper and not printed on the bill.

• Other indications of a fictitious bill are the size, the feel, and poor clarity of the words and letters printed on the bill.

• Print off and familiarize yourselves with the “Know Your Money” PDF from the U.S. Secret Service website.

“We encourage employers to train their employees in the detection of fictitious bills to prevent a loss to the business,” the SPD stated.

The SPD also warned against confronting individuals suspected of passing a counterfeit bill. “Do not put yourself in danger,” the release states. “Do not return the bill to the passer; observe the passer’s description, write down vehicle plates if possible, and contact the Sterling Police Department at 970-522-3512 or invest@sterlingcolo.com.”

Sterling police arrested a local man on first degree assault charges following a stabbing incident the morning of Sunday, Feb. 18.

According to District Attorney Brittny Lewton, the altercation took place in the 600 block of Taylor Street around 11 a.m. Sunday morning and resulted in one man being sent to an out of area hospital with serious stab wounds. The victim, whose name is not being released, is reported to be in critical condition.

Police arrested Mike Jelle, of Sterling, on first degree assault charges; however the D.A’s office will review the case for possible attempted second degree murder charges.

“He’s not unfamiliar to me,” Lewton said. “I have prosecuted him for lower level felonies in the past.”

Lewton said bond for Jelle was set by a local magistrate at $30,000, although her office requested $75,000 because of Jelle’s previous criminal record.

The Sterling Police Department has contacted the Colorado Bureau of Investigation to assist with the investigation.

The male party found deceased on Feb. 7 near Chambers Drive in Sterling has been identified as John Blizard, 44, of Sterling.

According to information from the Logan County Sheriff’s Office, the medical examiner listed the cause of death as a self-inflicted gunshot wound. The date of death was listed as Saturday, Feb. 3, 2018. The time of death was unknown.

Lt. Dennis Aulston said the deceased man’s family has been notified and the investigation into the death is in the final stages.

According to a LCSO press release posted on Facebook on Feb. 8, deputies had attempted to make contact with Blizard on Feb. 2 after observing him driving with his license under restraint. Deputies attempted to initiate a traffic stop, but the suspect fled the scene to a nearby field.

Deputies terminated the chase for officer safety after they became aware that the suspect was armed. Deputies subsequently obtained an arrest warrant with the intent to arrest Blizard on numerous charges, including traffic violations, misdemeanors, and felony drug charges.

Before an arrest could be made, the sheriff’s office was contacted on Feb.7 by concerned individuals who told deputies that Blizard had not been seen or heard from since the incident on Feb. 2.

A search for the missing man was initiated the evening of Feb. 7 in the area of his last known location. After searching for approximately 30 minutes, deputies found a deceased person, identified as Blizard, in a field near the 19000 block of Chambers Drive.
